Summary

add DISABLE_PRIVILEGED_INTENTS as an emergency kill switch for Discord privileged gateway intents
keep MessageContent and GuildMembers enabled by default; omit only those two when the env is true
log degraded mode at startup and document the variable across env examples and Compose variants
add focused tests for enabled/disabled intent sets

Behavior

unset / false: normal privileged intents are requested
true: MessageContent and GuildMembers are omitted; all other intents remain unchanged

Validation

pnpm --filter @yuebot/bot lint
pnpm --filter @yuebot/bot type-check
pnpm --filter @yuebot/bot test (189 tests: 187 passed, 2 skipped, 0 failed)
pnpm --filter @yuebot/bot build
git diff --check
