Summary

retry Docker registry manifest verification while tags propagate
verify each registry against the platform digests produced by the build
preserve strict amd64 + arm64 validation without false failures from stale latest reads

Validation

reproduced that the failed release later converged to identical amd64/arm64 manifests on Docker Hub and GHCR
exercised the new verifier against both live registries successfully
