Replaces raw user IDs with resolved usernames in the panel, using the guild_members cache that the bot already populates on events.

Adds resolve_user_names utility for batch user ID-to-username resolution and a UserDisplay web component that shows the username as primary text with the user ID as a copyable muted label. Applied to the giveaways list route as the first consumer.
