Adds a public documentation area under /docs (no auth) for the bot: overview, searchable command reference and per-system guides.

The command catalog is generated from the real SlashCommandBuilders (apps/bot/scripts/export-commands.ts, pnpm docs:sync) instead of being hand-written, so names, pt-BR localizations, options, choices and permission requirements always match what the bot actually registers. The docs page renders that catalog grouped by category with auto-generated usage examples, option tables, subcommand blocks and permission badges, plus client-side search and a category filter (deep-linkable via ?categoria=).

The /extras pages stay untouched for existing links.
